Mittelseminar: Participation Processes and Governance

In order to organize our society, we need a certain form of control and steering. But how should this look like? Until the 1970s, academics were still convinced that only the state, as the central authority, should control the various areas of society. However, this does not relate to the social and political reality. Non-state actors such as NGOs, worker unions and compa-nies have long been involved in the development and implementation of political measures. The contributions of these actors are essential, as they bring in their perspectives and knowledge necessary to identify causes of and solutions to social problems. For instance, the policy fields of climate and environmental protection have been shaped by non-state actors.
In this seminar, you will learn about the concepts of governance and the different forms of participation processes to identify who works together in which ways to steer the different areas of our society. You will use case studies to examine how both non-state actors and the popula-tion are involved in political processes.

Um unsere Gesellschaft zu organisieren, brauchen wir eine bestimmte Form von Steuerung und Lenkung. Aber wie soll die aussehen? Bis in die 1970er Jahre war die Wissenschaft noch überzeugt davon, dass nur der Staat als zentrale Instanz die verschiedenen Bereiche der Gesellschaft steuert. Jedoch stimmt das nicht mit der politischen Wirklichkeit überein. Denn nichtstaatliche Akteure wie NGOs, Verbände und Unternehmen sind schon seit längerem beteiligt, wenn es darum geht politische Maßnahmen zu verwirklichen. Und diese Akteure braucht es auch, denn sie bringen andere Perspektiven und Wissen ein, die nötig sind, um die Ursachen und Lösungen von gesellschaftlichen Problemen zu identifizieren. So bspw. in den Politikfeldern Klima- und Umweltschutz, Energie und Gesundheit.
In diesem Seminar schauen wir uns an, wer alles auf welche Weise zusammenarbeitet, um die unterschiedlichen Bereiche unserer Gesellschaft zu lenken. Dazu lernen wir die Konzepte Governance und Partizipation kennen und untersuchen anhand von Fallbeispielen, wie sowohl nichtstaatliche Akteure als auch die Bevölkerung an politischen Prozessen beteiligt wird.

• compare elements and modes of operation of governance regimes
• name and explain in detail various forms and areas of participation processes
• assess the success of forms of participation on the basis of a case study
• classify and compare environmental problems and their solutions
• develop scientific questions
• create and present a scientific poster
Credits: 4 LP & grade
Proof of performance:
- Presentation (20 minutes) - counts 45%
- Poster - counts 45%; assessment according to the following criteria:
Visual assessment: layout; visibility (text, graphics); comprehensibility
Research design must be clear from the poster
Content of the study project must be comprehensible without oral explanation
- Feedback on the posters - counts 10%
